To improve student achievement in schools with high populations of students in low income families:

To improve student achievement through technology:
To improve student achievement among students who are learning English as a second language:
To support learning initiatives in community learning centers:

- To improve student achievement in rural areas:
- Title VI B Rural Education Achievement Program (REAP)& Rural Low Income Schools (RLIS)
To improve student achievement among homeless children:
- Title X McKinney-Vento Education for Homeless Children and Youth Program
- To improve student achievement among students with disabilities:
- Individuals with Disabilities Education Act (IDEA) Special Education
- Individuals with Disabilities Education Act (IDEA) Early Intervening Services
To improve student achievement among students enrolled in career and technical education programs:
- Carl D. Perkins Career and Technical Education Act
